Implementation of Water Conservation and Water Demand Management (WCWDM) Interventions

Bulk Meter Installation Contractor – Pixley Ka Seme Local Municipality

The NEPAD Business Foundation hereby invites suitably qualified and experienced contractors to submit tenders for the replacement of bulk meters for Pixley Ka Seme Local Municipality.

This project forms part of the Water Conservation and Water Demand Management (WCWDM) programme and entails the replacement and installation of battery-operated EMF bulk meters and associated cathodic protection and earthing at various sites and distribution points within the jurisdiction of Pixley Ka Seme Local Municipality.

Eligibility Requirements

Contractors must:

  • Hold a CIDB contractor grading designation of 5CE or higher, or
  • Be a 4CE Potentially Emerging Enterprise that satisfies the criteria set out in the Tender Data.
  • Submit all mandatory returnable documents, including valid CIDB registration, tax clearance certificate, BBBEE certification, financial statements, and required technical documentation.

 

Joint ventures are permitted, provided all CIDB and grading requirements are met in accordance with the tender conditions.

Evaluation Method

The tender will be evaluated in terms of the 80/20 preference point system:

  • 80 points for Price
  • 20 points for BBBEE preference

Quality (functionality) will be assessed as a threshold requirement, with a minimum score of 65 points required to proceed to financial evaluation.
